Abstract

This paper assess the analysis of the compliance of base transceiver station (BTS) installation guidelines to international standard.  The study adopted the use of qualitative design and data were collected through interview survey from service providers (MTN, GLO, AIRTEL and ETISALAT), the study adopted simple random sampling technique and check list was used for data analysis and the results were presented in tables. The study revealed that the compliance of GLO network to the regulations was established excellently with the stipulated regulations as their calculated values fall under the given values for both national and international regulations. The study revealed that the compliance of MTN network to the regulations was established and it was reported that MTN network deviates from the regulations of NESREA with a 14.7% in terms of height with an excellent in the regulations of Min. of Environment, NCC, and international standards. The study revealed that the compliance of AIRTEL network to the regulations was established and it was reported that AIRTEL deviates in almost all the regulations with a percentage deviation of 49.82%, 40.33, 38.88%, and 14.06% based on Ministry of Environment, NCC, NESREA, and international regulations. The study concluded that the level of compliance with regulatory guidelines was averagely followed by the service providers because the percentage deviations were a bit minimal and within the acceptable margin except for some of the parameters. The study recommended that the government need to review the town planning laws in order to address the problem of encroachment on areas within the designated range of telecom infrastructure as a result of change in demographics. The study equally recommended that the government should restrict a policy on development around areas with already installed telecom masts and telecom operators should be made to install their masts inappropriate place.
