Administrative Communication and Decision-Making Dynamics in Public Tertiary Institutions: The Mediating Role of Information Management Systems
Abstract
This study examined the interaction between administrative communication and decision-making dynamics in public tertiary institutions in Rivers State, Nigeria, with a particular focus on the mediating role of information management systems. Decision-making dynamics, the criterion variable, was operationalised through two key dimensions: decision speed and decision quality, reflecting both the efficiency and effectiveness of administrative processes. A descriptive correlational survey design was employed to gather quantitative insights from administrative and academic staff across selected public tertiary institutions in the state. Data were collected using a structured questionnaire and analysed through descriptive statistics, regression-based mediation analysis, and confirmatory tests at a 0.05 significance level. The results indicate that administrative communication has a significant positive influence on decision-making dynamics, while information management systems were found to play a substantial mediating role, enhancing the effect of communication on both decision speed and quality. The findings underscore the importance of efficient administrative communication, supported by robust and well-structured information management systems, in improving institutional governance and operational performance. Based on the study, it is recommended that tertiary institutions in Rivers State strengthen their information systems, promote open and timely communication channels, and integrate decision support functionalities to enhance the speed and quality of administrative decisions.
